Director of Policy and Partnership Initiatives

The Illinois Public Health Institute (IPHI), a partnership of public, private and voluntary

organizations that seeks to maximize health, wellness and quality of life for the people of Illinois, is looking for a Director of Policy and Partnership Initiatives. The institute is undergoing a period of growth and development and needs a dynamic, creative and energetic person to fill this senior staff position.

Reporting to the CEO, this position is responsible for developing and implementing public health policy and practice initiatives in collaboration with public health system stakeholders. The Director will initially oversee all facets of two projects: the Illinois Accreditation Development Project and implementation and promotion of the Illinois

State Health Improvement Plan (SHIP), including leading the 2009/2010 planning process; development of initiatives to reduce and eliminate health disparities and promote health equity; and policy efforts to promote physical activity and nutrition and prevent obesity. General responsibilities include:


  • Providing overall leadership and strategic vision to IPHI policy and partnership initiatives, including development of program goals, project implementation, program evaluation and supervision of staff, interns and consultants

  • Collaborating with the executive staff, Board of Directors and partners to develop and implement plans to identify emerging issues and new opportunities to advance public health partnership initiatives
  • Developing and maintaining collaborative working relationship with IPHI partners and stakeholders
  • Supporting the CEO and Board of Directors in overall organizational development and strategic planning initiatives
  • Assisting in IPHIs communications and resource development activities including

    development of web content, marketing and outreach materials, funder cultivation,

    grant and contract proposals.
  • Project specific duties and responsibilities include:

  • Coordinating and facilitating the work of advisory committees, councils, task forces and teams, including establishment of meeting schedules, recruiting and communicating regularly with participants, creating meeting agendas and materials, and facilitating meetings to accomplish project goals
  • Collecting, analyzing and presenting data related to health status, health disparities and public health systems issues in Illinois
  • Drafting program products and materials, such as policy briefs, informational reports, strategic or policy plans, presentations, tools, and resources
  • Developing, organizing and executing program- specific communication plans, events and meetings
  • Coordinating policy advocacy activities in conjunction with IPHI partners
  • Acting as a key liaison between staff, project partners and funders
  • Producing periodic, special and annual reports on program activities
  • Developing budget recommendations and managing program budgets to ensure sound fiscal responsibility for programs and projects
  • Qualifications:

  • Masters degree or higher in public health or a related field, or equivalent experience is required
  • 8-12 years of progressively increasing leadership experience, including project management, coalition development and policy development is required
  • Strategic and program planning and evaluation experience, group facilitation skills, an understanding of basic statistical constructs and knowledge of public health practice
  • Experience working with diverse populations
  • Strong organizational, communication, interpersonal skills and detail orientation
  • Proficiency with Microsoft Office
