Description of Organization:

The Illinois Public Health Institute (IPHI) is a partnership of public, private and voluntary organizations that seeks to maximize health, wellness and quality of life for the people of Illinois. IPHI is led by a steering committee of public health agencies, health related associations, local health agencies, and health-improvement interest groups. IPHI administers a number of projects addressing specific program areas, including the Center for Community Capacity Development (CCCD), Racial & Ethnic Health Disparities Action Council (REHDAC), the Illinois Accreditation Development Project, and the Illinois State Health Improvement Plan (SHIP). The United Way of Illinois is IPHI’s administering organization.

General Summary:

The Illinois Health Data Dissemination Initiative (IHDDI) focuses on re-engineering Illinois’ data dissemination system through an expanded and improved web-based data query system (WDQS). The IHDDI includes the Illinois departments of Public Health, Healthcare and Family Services, Human Services, Aging, Children and Family Services, the State Board of Education and the Environmental Protection Agency. Two key long-term goals of the IHDDI are to improve Illinois’ assessment capability through a timely, flexible, WDQS that integrates data sources, and to assure that a broad range of users understands and utilizes the system. The .NET Developer will be the principal technologist for re-engineering Illinois’ existing WDQS and integrating new additional data sets.

IHDDI Project Manager (IPHI), Lead Application Developer (Dept of Public Health)

Duties and Responsibilities:

Summary of Duties:

The .NET Developer will be involved in all phases of web development for the IHDDI, from evaluation, analysis and design to development and ongoing maintenance and support for web-based data query system interfaces and websites. Responsibilities will include working with the project staff to determine functionality needs, development and potential prototyping, documentation, interfacing with other development efforts, and implementation.

Specific Duties:

The .NET Developer will be responsible for the following activities:

1. Development and programming responsibilities for new functionality or modifications to existing systems and other supporting applications.
2. Planning, development, programming and documentation of revisions and rewrites of existing systems and web sites and the underlying database and stored procedures.
3. Programming to ensure system performance and accuracy.
4. Demonstration of systems to workgroups as requested.
5. Programming new features, as instructed, based on user and project manager input.
6. Perform application testing and debugging.
7. Development and integration of functionality as needed to ensure compliance with CDC and State of Illinois standards.
8. Assisting project staff with web and application development procedures, creation of web pages and other development as needed.


Qualifications:

A.Education: A BS/BA in Computer Science or related field or 5+ years of equivalent experience is required.
B.Experience: A minimum of 3 years .NET development experience required, with significant experience developing web applications with a database interface, specifically SQL Server 2000/2005.
C.Other Requirements:
a.Mid to senior level programming skills in the following technologies: C#, ASP.Net, ASP, MS Visual Studio.Net, ADO, DHTML, HTML, XML, HL7, JavaScript, VBScript, Transact SQL, Stored Procedures, and CSS.
b.Working knowledge of SQL Server 2000/2005 database administration and stored procedures. Crystal Reports experience highly desirable.
c.Working knowledge of operating systems and web server administration – Windows 2000/2003 and IIS Web Server.
d.Excellent communication skills, both verbal and written.
e.Experience working with a formal software development process.
D.Additional Desired Skills/Pluses:
a.Experience in the Design/Development of web-based systems and websites for the Public Health or Health Care Industries.
b.Experience with HIPAA and Section 508 compliance

Location: Chicago or Springfield, Illinois.

Hours: 100% FTE
